The mission of WorkSource Enterprises is to secure employment and support services that enable individuals with vocational disabilities to achieve economic self-sufficiency, independence and community.

VISION STATEMENT

The vision of WorkSource Enterprises is to be the regional leader in success- fully combining entrepreneurial enterprises with vocational rehabilitation for people with disabilities.

July 1, 2000 - June 30, 2001

Fiscal 2001 was another excellent year for WorkSource Enterprises and the people with disabilities whom it served.  The year started off in a very positive manner with the notification that WorkSource received accreditation for three-years from CARF (the Commission on Accreditation of Rehabilitation Facilities), an international accreditation body.  The three-year accreditation is reserved for the best programs, making this an exceptional vote of confidence during WorkSource's initial review.

AThis achievement further evidences the organization=s commitment to provide exceptional and diverse vocational opportunities for persons with disabilities,@ said William D. Vining, Immediate Past Chairman of the WorkSource Board of Directors.  CARF assessed WorkSource=s employment planning, employee development, organizational employment, community employment, and personal and social services.

The three-year accreditation is awarded to organizations that fulfill CARF standards and clearly indicate that present conditions represent an established pattern likely to be maintained and/or improved in the foreseeable future. AWorkSource Enterprises has put itself through a rigorous peer review process and has demonstrated that its programs and services are of the highest quality, measurable, and accountable," commented Donald E. Galvin, Ph.D., President and CEO of CARF.

CARF, a private, not-for-profit, Tucson-based accreditation body established in 1966, is committed to promoting the quality, value, and optimal outcomes of services through a consultative accreditation process that centers on enhancing the lives of the persons served.

Throughout the fiscal year, WorkSource benefitted from  the hard work and generosity of many in the Charlottesville-Albemarle community.  WorkSource was beneficiary of partial proceeds from the Monticello Wine & Jazz Festival on October 7 and 8, 2000.  BreadWorks had a booth at the festival that sold

out of goods on both days and generated revenues of $1,136.

The Sixth Annual Italian Dinner & Silent Auction was held on October 26, 2000 at The Elks Lodge.  A listing of sponsors and auction item donors can be found on page seven of this report.  We hope that you will patronize the retail establishments that have supported WorkSource.

On the public relations front, BreadWorks was featured in a very nice article in the Mid-Atlantic edition of the March 2001 issue of Southern Living magazine.  Many new customers came to BreadWorks as a result of the article.  Reprints are available.

In addition to this annual report, demographic information for the year ended June 30, 2001, as well as comparative annual statistics back to 1995, is available in the 2001 Annual Demographic Report.

Looking ahead to fiscal 2002, page three describes a new program that WorkSource has undertaken that will assist residents of Charlottesville and Albemarle County in emergency financial crises. 

Due to changes in federal regulations that go into effect on October 1, 2001, the Virginia Department of Rehabilitative Services can only use federal funds for employment outcomes for clients who are placed in integrated settings.  Thus, sheltered employment will no longer be a funded option, even if it is the choice of the consumer and the best and most appropriate placement for the client.  The new regulation is being implemented by the U.S. Department of Education, in spite of over 3,000 letters in opposition to the change.

Working collaboratively with the Region Ten Community Services Board, WorkSource will be shifting several clients from DRS funding to Medicaid Waiver funding.  Additionally, United Way funds and the WorkSource Scholarship Fund will be used to ensure that clients receive service on an uninterrupted basis.

The Charlottesville-Albemarle Coalition Assisting Residents in Emergency Situations is a collaboration of public and private organizations that serves as a clearinghouse for those requiring limited emergency financial assistance.  CARES eliminates the need for clients to contact multiple donors or complete multiple applications for assistance. 

The program is designed to assist those with unexpected expenses and those with imminent utility disconnection, eviction, and/or mortgage foreclosure.  CARES provides referrals to other agencies for other assistance and long-term solutions to the immediate issues.

CARES serves residents of the City of Charlottesville and Albemarle County who are 18 years of age or older.  It is funded by Albemarle County, the Albemarle County Department of Social Services, the City of Charlottesville and the United Way - Thomas Jefferson Area. 

Representatives from these entities approached WorkSource in late spring about managing the program and the WorkSource Board approved it on June 13, 2001.  Due to space limitations, WorkSource will operate the program off-site.

WorkSource Enterprises took over management of the program on July 1, 2001.  CARES is the successor to the Community Assessment Program (CAP) that was founded in 1992 and was previously sponsored by the Salvation Army and the Monticello Community Action Agency (MACAA).

CARES has a paid staff of two individuals, including Christina A. Rees who manages the program and Sandra Wood who serves as an intake specialist. 

In addition to the funding partners, the Alliance for Interfaith Ministries (AIM), Love, INC and area faith-based organization provide volunteer support and direct financial assistance to those in need.

As a general rule, those eligible for CARES must be employed, must have a documented emergency need, must have exhausted all possible available resources and must have a source of income that can generally meet all routine expenses.

There are limitations on the amount of assistance and the frequency of assistance that recipients can receive.  Once an assessment has been made and eligibility has been determined, CARES contacts community resources to try to obtain the needed assistance. 

The Alliance for Interfaith Ministries has historically been the primary source of direct financial assistance and serves as the conduit to the Federal Fuel Program during winter months.  AIM employs a part-time Executive Director and will relocate its program to the same location as CARES.

CARES is a model of inter-agency collaboration.  It seeks to address the needs of area residents who find themselves in temporary financial predicaments.  It strives to treat people with dignity and respect, while limiting duplicity of service and potential fraud and abuse.

Since WorkSource has worked with individuals receiving TANF (Temporary Assistance to Needy Families), it has experience working with individuals who are classified as the Aworking poor.@ While the program is beyond the scope of the WorkSource core mission, WorkSource responded to a need in the community by agreeing to manage the program.

In fiscal 2001, 114 regional employers hired 321 WorkSource clients with the help of employment specialists.   As noted in the annual demographic section that follows,  WorkSource clients earned well over $1 million in taxable wages through jobs obtained in the community.  In addition to thanking these employers,  we hope that WorkSource supporters will patronize their businesses.

Assembly and Packaging Services

Persons with disabilities assemble and package jobs for regional companies.  Heat sealing and mailing insertion services are available.

Community Job Placement Services

Last year, WorkSource Enterprises helped approximately 321 individuals with disabilities to obtain and maintain employment with 114 employers.

Janitorial Services
WorkSource clients provide housekeeping services to the Federal Executive Institute, the University of Virginia and area businesses and churches.
Day Support Services

Pre-vocational, educational and recreational services are provided for those with severe disabilities.

BreadWorks sells its goods on a retail and wholesale basis.  Persons with disabilities are involved in all aspects of the operation.  Products include breads, rolls, focaccia, muffins, scones, cookies, pies, cakes, soups, salads, sandwiches and subs.
